Barrow took a narrow lead into the second leg of their FA Trophy semi-final tie after Gregg Blundell's second-half winner at Salisbury.
In a tightly-contested game of few chances Matt Tubbs had the best of Salisbury's efforts forcing Tim Deacy to make two decent saves.
Blundell gave Barrow their slender advantage by bundling the ball over the line from close range.
City were reduced to 10 men late on when Darrell Clarke fouled Andy Bond.
