Hall netted a deserved equaliser in the second half at Kenilworth Road
Luton fought back from a goal behind to earn a draw with play-off rivals York.
Neil Barrett opened the scoring with his first goal for City after charging through and slotting into the corner of the net from Richard Brodie's pass.
But Luton battled back and York keeper Michael Ingham did well to tip Ed Asafu-Adjaye's 30-yard shot over.
Asa Hall fired home from 20 yards out to level and York almost won it with the last kick of the game but Adam Boyes put Brodie's ball inches wide.
York boss Martin Foyle told BBC Radio York:
"It was a very good performance. I'm delighted with the first half, we could have been 2-0 up. We had two blatant penalties turned down - the lads were livid.
"We ground out a very hard well earned point - it was a bit like the Alamo. I was pleased - we could have snatched it right at the end.
"We've had a hard run. We've got some home games coming up so there's a chance to get some points on the board."
