Caretaker Chester boss Tim Ryan was missing through suspension
Managerless Chester missed a chance to record a first away win of the season as they failed to break down a Hayes & Yeading side who ended with nine men.
After having Rambir Marwa sent off for a professional foul, Hayes then lost Scott Fitzgerald to a second booking.
Yet the two best chances of a poor game came with 22 men still on the park.
City's Anthony Barry hit the home bar from 25 yards, before Kevin Roberts scythed down Hayes forward Sean Canham, who blazed the resulting penalty over.
Marwa's red card came when he fouled on-loan Clark Keltie 10 minutes before the interval.
And, after Gregg Blundell had wasted a good chance for City by heading Adam Kay's cross over, the hosts were reduced to nine men for the last 16 minutes when Fitzgerald received his second booking for a foul on Neil Ashton.
But, even with nine men, they had a chance to win it 11 minutes from time when Tom Cadmore headed wide from Dale Binns' corner.
As it was, Chester, under the caretaker managerial responsibility of Tim Ryan following the midweek sacking of Mick Wadsworth, held on for a sixth successive away draw.
