Rob Gradwell went close for Hayes and York's Daniel Parslow was denied by a fine save from Simon Overland.
The home side went ahead when George Daly scored from the penalty spot after being felled by Michael Ingham.
Scott Fitzgerald struck the bar for Hayes but Richard Pacquette headed in the equaliser six minutes from time.
