Luton Town maintained their unbeaten start to the season thanks to a second-half Tom Craddock strike at New Lawn.
But the Hatters were displaced at the top of the Blue Square Premier table on goal difference thanks to Oxford United's 4-0 home win against Chester.
Facing a Forest Green side who had lost their first three games, Luton's goal did not come until the 57th minute.
Craddock, who later missed a penalty, slotted home from the edge of the box after being set up by Alan White.
Defender White was making his first start since his summer return to Kenilworth Road.
Luton should have made it 2-0 when Craddock missed from the spot after Shane Blackett was fouled by Mark Preece.
And it needed a brilliant late save from Mark Tyler to ensure all three points.
