Onome Sodje missed a penalty as struggling York spurned the chance to move out of the relegation zone.
Oxford's Damian Batt was judged to have handled in the area, but Sodje's poor spot-kick was parried by Billy Turley.
The U's Simon Clist had a fierce early shot saved by Michael Ingham, but after that York dominated the first half.
However, Oxford finished strongly, with Adam Chapman's 25-yard volley caught by Ingham and James Constable hitting the bar in injury time.
