Bromsgrove Rovers' merger with Redditch United will only happen if Rovers keep their name and play at Bromsgrove.
Rovers director of football Steve Daniels confirmed to BBC Hereford & Worcester that the two clubs have held talks over the idea.
"If Redditch want to come to us and want to be part of Bromsgrove Rovers that's their prerogative," he said.
"The structure of this club will remain as it has for the last 120 years and will be for the foreseeable future."
Daniels warned: "Fans of clubs of this stature don't want that. It's like Wolves and Albion merging it just is not going to happen.

"We know where we are and we know where we are going but if other people put a proposition to us then we have to listen."
Redditch are currently in Blue Square North, while Bromsgrove are two divisions lower, in the BGB Southern League Division One Midlands.
Daniels added that a number of discussions over the proposed merger have taken place.
"They've come to us and we've met a couple of times whereby they wanted to join us and form a new club where we move two divisions but the chairman is adamant that we won't change our name," he said.
"We have the biggest fan base of a lot of non-league clubs and our fans are not coming because we are not giving them value for money at the moment."
