Chippenham manager Ady Mings has criticised the club's board of directors and questioned their ambition after his playing budget was reduced.
Mings claims his wage bill has been cut and he is sure players will go.
"You'll hear people saying they want promotion but do they want that?" he told BBC Radio Wiltshire.
A club statement says �6,000 was spent on new players in pre-season and that recent cuts are due to the economic downturn and falling attendances.
Chippenham have made a slow start to the Southern League season and have already exited both the FA Cup and FA Trophy.

Mings believes some of the club's directors do not share the same ambition as him in trying to win promotion.
"I'm a Chippenham person and I take great pride in the job that I do," he added.
"I don't just want to be a manager for being a manager's sake. I have aspirations of doing things and winnings things."
"If I feel that I can't do the job the best I can then they'll have to get someone else to do it."
