Oxford's goalscoring problems continued as they were held by Woking, who picked up their first point of the season.
Shot-shy United have won just one of their opening five games and have failed to score in four other outings.
Oxford did go close when defender Chris Carruthers hit the bar with a 25-yard free-kick and striker Jamie Guy fired narrowly wide.
Woking's Paolo Vernazza and Patrice Mondon-Konan also had efforts on goal but neither side found a breakthrough.
