Matthew Tubbs' penalty gave Salisbury a narrow win over 10-man Grays, who missed a spot-kick of their own.
After an inspiring first period, Salisbury were awarded a 55th-minute penalty when Jon Ashton brought down Andrew Sandell and was sent off.
Tubbs slotted in the spot-kick but Grays should have drawn level seven minutes later when Ian Herring gave away a penalty.
But Danny Kedwell's tame effort was comfortably saved by James Bittner.
