Barrow have booked their place in the Blue Square Premier after beating Stalybridge Celtic 1-0 in Friday's Blue Square North play-off final.
Matt Henney grabbed the only goal at Burton's Pirelli Stadium.
Eastbourne Borough were also promoted after two late goals helped them beat Hampton & Richmond in Thursday's Blue Square South play-off final.
The East Sussex won 2-0 thanks to two goals in the last five minutes of the game, which was played at Stevenage.
Substitute Nathan Crabb and Paul Armstrong were on target for Borough.
