Uganda and Rwanda completed the semi-final line up at the Cecafa Challenge Cup after Tuesday's matches. Uganda beat Kenya 4-2 on penalties after their quarter-final tie had ended in a 1-1 draw in Dar es Salaam, Tanzania.
The second quarter-final was also decided on penalties with Rwanda winning 5-4 against Zanzibar following a goal-less 90 minutes.
Sudan face Burundi in the first semi-final on Wednesday while Uganda and Rwanda clash on Thursday in the other semi.
Uganda, nine-time winners of East and Central Africa's annual championship, struggled against Kenya in the first match.
Ceasar Okuti gave Uganda the lead after 23 minutes but Angola-based Allan Wanga equalised on 75 minutes.
During the shoot-out, Wanga and Monday Osborne missed to enable Uganda to sail through.
Godfrey Katerega, Danny Wagaruka, Ceasar Okuti and Simeon Massaba. Phillip Ssozi all found the target for the Cranes.
Afterwards, Uganda captain Andy Mwesiga said the best team had won.
He confidently predicted: Rwanda are aware that facing Uganda is not easy, so it will be easy for us in the semi-final."
Meanwhile, Rwanda dominated their quarter-final encounter with Zanzibar but neither side could break the deadlock.
