Fifa has threatened to continue the suspension of Kenya's football administration unless the government stops interfering in the sport.
Kenya was suspended from international competition last October for failing to respect agreements and for protracted problems in the federation.
After a meeting of its associations committee on Wednesday, Fifa accused the country of systematically obstructing attempts to resolve outstanding issues.
Fifa said that meant the country would continue to be banned "for the foreseeable future," unless the Kenyan government committed itself to complying with the federation's statutes, and agreements signed in Egypt last January.
The 28-point agreement was signed in Cairo to help resolve the recurrent problems in the country's federation.
Meanwhile the committee said it reviewed similar cases concerning Senegal, Togo, and Tunisia and was satisfied with their progress.
