Clubs in Sierra Leone have refused to restart the national premier league, in protest against the FA's postponement of its annual congress.
They had asked the FA to hold the event in September but the FA insist that it would not take place until early next year.
Foday Turay, the secretary-general of the council of football clubs in Sierra Leone, told the BBC Sport website that his members are unhappy with the state of football in the country and want to discuss their concerns at the congress.
"The FA lacks the creativity, vision and imagination to promote and develop the game," said Turay.
"We need to know what clubs are playing for, as we have not participated in African club competition for seven years.
"We will no longer play football just for the sake of playing it," Turay warned.
The league was scheduled to restart last weekend, following a five-month break, but the clubs have vowed not to play in any FA organised competition until their demand is met.
But it is unlikely that the FA will meet the request of the clubs.
FA secretary Alimu Bah told the BBC Sport website that any team which fails to honour their league fixtures will be sanctioned according to its existing rules.
