The chaos at the Zimbabwe Football Association (Zifa) is causing confusion over whether a representative will attend the Nations Cup draw in Tunis.
Zifa is split into two rival leaderships, with one led by Charles Westerfall who has the backing of the country's sports minister.
The other is headed by Vincent Pamire who, crucially, has the full blessing of both Fifa and Caf.
Edgar Rogers, the chief executive of the Westerfall faction, told BBC Sport website that there is no money available to send a Zifa official to Saturday's draw.
Rogers said: "We don't have the money, and the draw will only take an hour or less, so it's not necessary to send someone there."

But Pamire, who suspended Rogers a few weeks ago after accusing him of incompetence, said he is making plans to travel to Tunis. Zimbabwe will for the first time be among the finalists at the draw. Pamire dismissed the notion that the draw was insignificant.
He said: "I don't know what he (Rogers) is talking about, what's the point of asking someone who doesn't work for Zifa, anyway?
"Of course there are problems finding foreign currency to travel, but plans are at an advanced stage, and more than one of us would be going."
The battles at Zifa are also threatening to derail the national team's preparations for the Nations Cup finals.
As the boardroom battles rage on, no friendly warm-up matches have been finalised for the Warriors as yet.
