Fraser Forster saved Craig Easton's penalty to earn a 5-3 shoot-out win for Norwich and put them in the Johnstone's Paint Southern Section semi-final.
The Canaries keeper made the vital save following a drab affair in which defences dominated.
Billy Paynter squandered two decent chances for Swindon, while Jamie Cureton shot over for the visitors.
But Cureton stepped up to hit the winning penalty after Easton's effort was saved.
Swindon manager Danny Wilson told BBC Wiltshire:
"If you look at the 90 minutes before the penalties I thought we were brilliant.
"For 25 minutes in the second half, that's as well as we've played in a long time; against a very good Norwich team.
"Unfortunately there's a Russian roulette about penalties, and although we took good penalties their keeper guessed the right way but you can take nothing away from the players how they played tonight."
Norwich boss Paul Lambert told BBC Radio Norfolk:
"The team we put out was a team of kids and lads who hadn't played, a massive performance in my view, massive.
"The lads that came in were extraordinary with what they've done, I'm really proud of them.
"On penalties anything can happen but they held their nerve and every one of them was great."
