Guernsey Football Association is looking at introducing promotion and relegation to island football over the next four years.
Two Priaulx leagues will allow for relegation and promotion from the top tier for the first time.
The GFA's commercial director James Blower has asked those involved with the game not to be scared of change.
"There are controversial moves but a large number went through consultation without opposition," he said.
In the youth section the GFA want to merge the Jackson and Youth One Leagues from next season.
The association will also address how to increase the numbers of young players in the game as well as raising standards and tackling abusive behaviour.
A school of excellence to help the transition from junior to senior football as well as developing a soccer school to improve coaching in the island are also mentioned in the document.
