Chairman Lord Mawhinney has urged Football League clubs to continue to cut spending on agents' fees. League figures show a 25% drop in fees for the second half of last season, than in the same period in 2005-06.
Sunderland and Birmingham, both promoted to the Premier League, shelled out most to agents, while Colchester paid no money to licensed agents.
"I'm encouraged clubs have spent less money on agents' fees over the last six months," said Mawhinney.
Overall, Football League clubs paid agents a total of �8,584,321 in the last year.
Birmingham spent �321,200 in the second half of of the 2006-07 season, with Sunderland paying out �287,094.

Sunderland spent the most in the last 12 months, �881,594, with Birmingham paying out �841,150.
As well as Colchester, Blackpool, Cheltenham, Port Vale, Crewe, Huddersfield and 13 League Two clubs spent nothing on agents' fees.
Colchester, Blackpool, Cheltenham, Huddersfield, Stockport and Wrexham have not spent any money on agents in the last three seasons.
