Fifa has called on the French Football Federation (FFF) and French League (LFP) to scrap plans to test video aids for referees. Plans have been made to bring in video replays for non-official matches.
But Fifa president Sepp Blatter told l'Equipe newspaper: "Such a test can't be done without the International Football Association Board agreeing."
IFAB is scheduled to meet in Switzerland on 3 March when the matter will be discussed.
But in a letter to the FFF and LFP, Blatter said: "Even though it (the video assistance) would be in a non-official matches, the Fifa sticks to its clear position.
"We are asking you to step in and rule out such an initiative which goes against the rules and policy of Fifa."
LFP president Frederic Thiriez plans to start the tests next month.
