Philander was due to play for Ireland this summer |
Jacques Kallis will take over from Graeme Smith as South Africa captain for their one-day tour of Ireland. Smith will miss the four one-day internationals in Belfast after having surgery on his left knee, while veteran all-rounder Shaun Pollock is rested.
Vernon Philander, who pulled out of a deal to play for Ireland in county games this summer because of a stress fracture in his back, is included.
South Africa will play three matches against India and one against Ireland.
The selectors have given chances to left-handed batsman JP Duminy, opener Morne van Wyk, spinner Thandi Tshabalala and seamer Dale Steyn returns to the squad.
National convenor of selectors Haroon Lorgat said: "The selectors want to use this tour as an opportunity to introduce some new players into the one-day squad.
"Following the World Cup and the timing of this tour it is an ideal time to develop new talent as we prepare for the future."
Ireland and India get things under way on 23 June before South Africa face the hosts on 24 June.
Kallis' side will then face India on 26 June, 29 June and 1 July.
