Shoaib Akhtar and Mohammad Asif look likely to tour South Africa in the New Year after being named in a 25-man training camp for the series. The two fast bowlers took banned nandrolone unwittingly and were handed lengthy bans on 1 November before having their suspensions terminated.
However, the World Anti-Doping Agency plans to take the case to the Court of Arbitration for Sport in Lausanne.
Pakistan recently won home Test and one-day series against West Indies.
They managed that without their two premier pacemen, but would be keen to have them playing again if at all possible.
The training camp begins on 26 December in Lahore.
Meanwhile the International Cricket Council has endorsed Wada's decision to approach the CAS.
ICC chief executive Malcolm Speed said: "The ICC and all our members are committed to the pursuit of a drug-free sport."
