Michael Bevan and Andy Bichel have been dropped from Australia's list of centrally contracted players for 2004. Fast bowler Shaun Tait, who toured Sri Lanka without playing a Test, and batsman Brad Hodge are new to the list.
Former Test opener Matthew Elliott and batsman Michael Hussey were recalled after missing out last year.
"It was the right time to move forward as we start to form a core group to take us to the next World Cup," said chief of selectors Trevor Hohns.
Hohns said Bevan's contribution to the one-day team had been poor over the last 12 months - he hit only five fifties in 27 matches.
Bevan's agent Robert Joske said the batsman was "very disappointed" with the decision.
He added: "We're not going to close off anything at this stage and we'll be looking at what's best for Michael, his cricket and his family." All of the players involved in the 3-0 Test series win in Sri Lanka last month had their contracts either extended or improved.
Fast bowler Glenn McGrath had his contract renewed despite being out with an ankle injury for the last nine months.
Seamers Nathan Bracken and Ashley Noffke, plus spinner Nathan Hauritz were dropped, while Steve Waugh, who retired in January, was an obvious omission.
The news effectively ends the international careers of Bevan and Bichel, both 33, although uncontracted players may still be selected.
Bevan scored scored 6,912 runs at an average of 53.58 in 232 one-day matches, including 46 half centuries, and also claimed 36 wickets.
"Michael Bevan has been a wonderful player for Australia over many years, particularly in the one-day arena," said Hohns. "However, it was felt that Michael's contribution to the one-day side has decreased."
Bichel figured in 19 Tests and 67 limited-overs internationals, making a major contribution with bat and ball during the World Cup in South Africa last year.
He took 7-20 in a group match against England and then shared a 73-run stand with Bevan as Australia scraped home for a win.
But he was dropped after December's second Test against India and Hohns added: "It is fair to say we showed our hand during the summer."
The new 25-man group will all receive a minimum annual retainer of �58,000 plus match fees depending on appearances.
