European Athletics wants to ban athletes found guilty of doping offences from competing at major championships for a further two years. The proposal will be put to governing body, the International Association of Athletics Federations, in August.
"It is our opinion that a maximum ban of two years is not tough enough," said EA president Hansjorg Wirz.
"After the ban ends we are proposing no athlete may take part in any world or area championship for two years."
Athletes would still be able to compete at minor meetings and on the high-profile Golden League circuit.
Wirz believes the proposals would go a long way to wiping out continued drugs use in the sport.
"It is our firm belief that the fight against doping in sport is swinging towards international federations and the majority of honest, clean athletes," he said.
"We are confident that this rule change will provide a significant change in the mindset of the very small percentage of athletes and coaches who continue to cheat."
European Athletics has not ruled out implementing the scheme independently if the IAAF rejects its proposal in the summer.
