The arrival of goalkeeper John Ruddy at Norwich City means Newcastle's Fraser Forster will not be returning to Carrow Road, according to boss Paul Lambert.
Forster, 22, was integral to Norwich's promotion from League One last season during a 39-game loan spell.
Lambert told BBC Look East: "Finances dictate a lot of things, we probably couldn't do it because of that.
"It wasn't for the lack of trying. We tried up until a few days ago and you have to move on at certain times."
He added: "Newcastle were really kind to us and were terrific with it and Fraser himself was absolutely brilliant for me and hopefully we've been good for him.
"But I'm delighted with John and I'm pretty sure he'll do the same thing Fraser did."
While Forster may not be joining Lambert's squad there is still time for the City manager to add a few more names to his promotion-winning squad, with a striker believed to be top of his wish list.
"We'll try, we'll try and get another one in to give us a hand," said Lambert.
"If it happens then great, if not then that's football."
A flurry of summer signings has led to high expectations among the Carrow Road faithful as the club looks to make its mark on the Championship after a 12-month absence.
But Lambert is not phased by the pressure.
"The size of the football club generates that and the first day I walked in the door the expectancy was there," he said.
"The fans were brilliant for us last year and I've no doubt they'll get behind us again."
The Canaries get their pre-season schedule underway on Saturday when they head to non-league Dereham Town.
