UN alarmed by Cuba's crisis

The UN human rights chief says he is extremely concerned by the worsening situation in Cuba caused by oil shortages.The US has threatened countries with tariffs if they sell oil to the communist-run island. Germany's chancellor has acknowledged a deep rift between Europe and the United States, in the opening speech at the Munich security conference. We speak to our reporter in Munich.
