NYC floods: State of Emergency declared

A state of emergency has been declared in New York City as strong storms cause flash flooding which have affected the subway, streets and highways and closed at least one terminal at LaGuardia Airport closed on Friday. The US is edging closer to a government shutdown after Republicans rejected a last-minute funding deal in the House of Representatives.
