Kabul Bomb: 16 killed as draft peace deal announced

At least 16 people have been killed by a Taliban bomb attack in the Afghan capital which coincided with the announcement of a draft peace deal with the United States. The Hong Kong chief executive, Carrie Lam, insists she has never thought of standing down over pro-democracy unrest - despite being secretly recorded saying she'd resign if she could. People in the Bahamas have been warned that Hurricane Dorian will continue to batter the area for several hours.
