Substantial progress in trade talks with China says President Trump

President Trump has said there's been substantial progress in trade talks with China and he will delay this week's scheduled increase in tariffs. Colombian immigration officials say 100 Venezuelan military officers defected over the weekend, though most of the national guard stationed at the border have remained at their posts.
