President Trump has renewed his threat to declare a national emergency in order to fund his planned border wall without the approval of Congress. On a visit to the border in Texas he said he had the absolute right to declare an emergency. Canada’s Immigration Minister tells Newsday about his government’s new programme designed to attract a million new residents to the country over the next three years. Venezuela's President Nicolas Maduro has begun his second term in office. Thirteen countries in the Americas said last week they wouldn't recognise Mr Maduro's presidency.
