New rules for owning American XL bully dogs are being introduced in England and Wales. They must now be kept on a lead and muzzled in public, and from February 2024, it will be illegal to own one without an exemption certificate obtained before the end of January. The government says 30,000 owners have already done this, but the RSPCA has told the BBC there may be thousands more dogs which have yet to be exempted. For 5 Minutes On, our reporter Jim Connolly has been to meet an XL bully dog called Frankie, whose owner Ellie is doing all the right things in order to keep her beloved pet - and make sure he doesn't pose a threat to her community.
