A Birmingham City Council IT project has had so many delays - it could now cost 100 million pounds. That's five times the original budget. Oracle was supposed to make things like the councils payments system - easier. It's already 3 years overdue and 25 million pounds over budget. In his first interview since becoming leader of the Council Labour's John Cotton spoke to our Birmingham Political reporter Rob Mayor.
