Harsher penalties are being brought in to tackle people fly-tipping in Leicestershire. Anyone caught dumping their rubbish illegally on the road sides could be fined a thousand pounds - that's up 150 per cent from four hundred pounds. The government's also announced that in future council league tables will be published revealing the outcomes of fly-tipping, in order to improve 'transparency and accountability'. Scott Gibbins - one of the Leicestershire Litter Wombles - tells Ady what he thinks of the announcement.
