Every year one of the borough's of the Liverpool City Region is branded the Borough of Culture, which is celebrated with events that are hoped to boost local tourism. Halton had the tough task of hosting during a lockdown-hit 2021 and know it's Knowsley's turn. Graham Morgan, leader of the council, says they already have many big events planned.
