Dawood Azami, an academic focusing on South and Central Asian countries and a senior journalist with BBC World Service, explains the communications strategy they have adopted, how they exploit weaknesses in the Afghan government, and how they have expanded their diplomatic efforts to bring about relationships with neighbouring countries.
