Oxford Circus will be transformed into two, pedestrian-friendly piazzas as part of plans unveiled by Westminster City Council and The Crown Estate.They describe the new piazzas as London’s front door and there will be an international design competition, to create a rival to Times Square. Cllr Melwyn Caplan, Deputy Leader of Westminster Council explains how the plans will work.
