Can locust swarms in East Africa be stopped?

The United Nations Food and Agriculture Organisation has warned that huge swarms of locusts are on the verge of causing widespread famine in East Africa. The insects are devouring crops and pasture in Ethiopia, Somalia, Kenya, Tanzania and Uganda. Dr. Tobias Takavarasha is the organisation's representative in Kenya.
