It was parliamentary theatre to rival an episode of House of Cards -- the BBC version, of course. The SNP walkout on Wednesday was perfectly timed to highlight an issue that has been discussed for the past year in Scotland. The nationalists talk of a "power-grab" on Holyrood by Westminster, as powers return from Brussels after Brexit. The issue didn't have much traction in the rest of the UK -- but it's certainly hit the headlines now. In this week’s Reporter’s Notebook, our political correspondent Andrew Kerr gives his account of how events unfolded in London.
