Should dog walkers be capped?

South Ribble Borough Council have voted in favour of a cap on the the number of dogs one person can walk. Tracey Flowers runs The Dog’s Barracks in Leyland, she regularly walks six at a time. A cap would mean anyone found walking more than four dogs at once - or if they're not carrying a waste disposal bag - will be fined £100. But the decision goes AGAINST the outcome of public consultation.
