Russia are not competing at the Paralympics after the Court of Arbitration for Sport upheld the International Paralympic Committee's decision to ban the country's athletes outright because of the alleged state-sponsored doping. So the Russian President, Vladimir Putin, is holding his own tournament with an opening ceremony on the same day as the Paralympic opening.
