The lower house of Congress in Brazil votes on whether to impeach President Dilma Rousseff, for allegedly tampering with government accounts to hide a deficit. Ministers from OPEC countries and other major oil producers fail to agree on plans to freeze production in order to tackle a glut in supplies. And one of India's poorest states has imposed a tax on samosas sold by street vendors, effectively designating the snacks as a luxury food item.
