Salford City Council has made "using foul and abusive language" a criminal offence in the Quays area of the city. Comedian Mark Thomas has called the council "petty bullies" ahead of his performance at The Lowry Arts Centre. He told 5 live's Phil Williams that Salford Quays has been singled out because "it's the nice bit that the council care about...it's just that bit that the tourists go to".
