Tens of thousands are crossing the Mediterranean, many hundreds perish at sea; the United States builds fences across its border with Mexico, but still they come, seeking a better life. In South Africa, migrant workers from elsewhere on the continent face xenophobic attacks from those who see their own jobs threatened. How should richer nations respond to desperate migrants fleeing turmoil and hardship? Should they be stopped, should they be welcomed or should the focus be on development and security in their countries of origin?
