A top EU lawyer says bond buying by the European Central Bank could be legal. But not everyone is convinced it is a good idea. We hear from Berlin-based lawyer Marcus Kerber, who in 2011 tried and failed to get the bailouts of Greece, Ireland and Portugal declared illegal. As the cost of oil falls yet again, British maritime expert Simon Toyne tells us how millions of barrels are set to be stored on the high seas, waiting for an oil price recovery.
