Are the people who chase storms in the United States adventurers, public servants or foolish? Well whatever they are Neal Razzel has been watching them do their thing. The Royal National Lifeboat Institution or RNLI, is a remarkable British institution reflecting the county’s maritime traditions. It raises vast sums each year – 250 million dollars or so – from voluntary donations, so that it can save people in trouble at sea. And as Sally Kettle just found out even the most experienced boaters can get in to trouble on the water.
