Whose responsibility is it to stop the Ukraine violence?

Overnight a truce between protesters and the government collapsed. Now with bullets being fired and bodies continuing to arrive at a temporary mortuary at a hotel in Kiev, what should be done to calm the situation? Is it up to the West, the Russians, the Ukrainian government, or the protesters themselves?
