Vancouver on the West Coast of Canada has a wonderful reputation. It's regularly named among the top cities in the world to live. It is to host the coming Winter Olympics, which open in six weeks time. The city is well placed to take advantage of the growing Chinese economy as well as benefit from its proximity to California. But those links are helping Vancouver develop another reputation, that of a centre for drugs and guns and a new style of gangland operations, one which is being closely monitored by law enforcement officials. In this week's Assignment, we report on the youngsters who are exploiting legal loopholes to build a multi-billion dollar industry, meet the victims of their crime, and ride with the police officers who are trying to prevent the illicit industry from flourishing.
