The property market shows signs of picking up - but there's a warning that flat owners are struggling to progress up the property ladder. The estate agent Hamptons says about one in five people who bought a flat five years ago has marketed their home for less than they originally paid for it. Also today - the latest estimates are that energy bills are on the rise again. We'll find out what that means going into the winter, when our usage increases too.
