A government review is recommending a Fundraising Preference Service which would allow people to opt out of all charity appeals. Charities say it could cost them millions in lost donations but one of the UK's biggest charities - the Royal National Lifeboat Institute [RNLI] - is going to stop contacting people unless it has their express permission to do so. They explain why they have decided to act ahead of possible legislation. Schools in the North West of England are paying almost three times more for water services than schools in other parts of the country. Figures from the Department for Education show that schools in the North West paid on average over ten thousand pounds each for water last year. In contrast, schools in the East of England paid just under three thousand pounds. Councillor Paulette Lappin from Sefton Council on Merseyside talks about this discrepancy.
