Trams should be back running along the streets of Edinburgh. More than half a billion pounds of public money was set aside to make it happen. But the project is in chaos. The best guess now is for trams to arrive three years late on a route much shorter than envisaged and at an extra cost of around £230m which the city needs to find within weeks.
