Action before 25 June 1997
Between the period of 18 June 1995 and 25 July 1997 numerous actions were taken in response to the impending danger of the volcano.
The military devised evacuation plans both for removal to the north and off the island.

The capital, Plymouth, and southern areas of the island were evacuated in April 1996.

1366 evacuees moved into temporary shelters in the north of the island.

The Government of Montserrat accepted aid conditions set up by the British Government.

Many evacuees moved to neighbouring Caribbean Islands. By February 1996 the island population declined by 3,000.

A voluntary evacuation scheme was introduced to allow evacuees to move to the UK for 2 years.

The Montserrat Volcano Observatory (MVO) devised a risk management zone map.
